The PLEX and AUR systems are kind of bottlenecks by ability development, But they're still P2W. Sure they keep things honest for a little while, as you may have a shitload of cash EVE Mobile ISK and a fancy ass ship but not be able to match anything useful in it as you're not cap stable, or your firearms are too feeble. But after you are skilled up, what is to prevent you from buying the most expensive ships and fittings with cash immediately? Things which take people weeks to get in game, if ever at all, are yours instantly. I've never liked the notion of PLEX, it was supposed to help with the RMT, but they're still out there in ridiculous amounts, still selling Isk and whatever else you want.
